Our Mission
Founded in 1991, Delaware HIV Services, Inc. (d/b/a Delaware HIV Consortium) is a statewide nonprofit organization committed to ending the HIV epidemic in Delaware. Our mission is to provide leadership to eliminate HIV in Delaware by supporting optimal HIV care and prevention services. We work aggressively to meet our vision of an “end to the HIV epidemic in Delaware.” Each year, we serve over 2,000 low-income Delawareans through a comprehensive continuum of HIV-related services including housing assistance, medical case management, HIV testing and counseling, PrEP navigation, community planning, emergency financial assistance, and direct health equity programs.

About Our Organization
As DHC prepares for strategic transformation in the face of major sector shifts, strengthening and diversifying our Board of Trustees is a top organizational priority. DHC’s Board plays an essential role in stewarding the agency’s mission, charting its future, and ensuring accountable governance during a time of uncertainty for the HIV services sector. We are actively recruiting new Trustees who bring lived experience, technical expertise, and community connections aligned with our evolving service and funding landscape.
Specifically, DHC is seeking Board members with backgrounds in healthcare finance, behavioral health, housing services, nonprofit law, strategic philanthropy, and lived experience in communities disproportionately affected by HIV, including LGBTQ+ individuals and people of color. We are also prioritizing geographic diversity to reflect our statewide footprint and ensure voices from Kent and Sussex Counties are represented in strategic decision-making.
Recent Board actions—including adoption of a new three-year Fund Development Plan and initiation of a scenario-based strategic planning process—reflect the Board’s commitment to proactive, engaged leadership. We view governance not just as oversight, but as an opportunity to co-create a sustainable and community-centered future for HIV prevention and care in Delaware.
This investment in Board growth is essential to DHC’s ability to implement and sustain planning outcomes. As DHC envisions new partnerships, service models, and funding strategies, our Board is evolving to match that ambition—with a focus on inclusion, innovation, and long-term stewardship.
