In 2026, DANA’s public policy agenda is guided by four clear outcomes:
- People understand what it truly takes for nonprofits to effectively support Delaware communities.
- The nonprofit sector is prestigious, respected, and valued as an equal economic and employment partner.
- Policymakers and administrators are knowledgeable, guided by, and accountable to beneficial community outcomes.
- Civic engagement and social sector investments fully support the infrastructure and resource capacity needs of nonprofits.
During this legislative session, DANA is advancing specific priorities to achieve these outcomes, including legislation to address statewide contract process reform, advocating for contract data transparency, highlighting the need to make equitable investments in the nonprofit workforce, Grant-In-Aid reform, and increased nonprofit representation on state boards and commissions.

DANA’s 2026 Sub-Sector Advocacy Days are designed to strengthen relationships with lawmakers and elevate policy priorities for Delaware’s nonprofit sector and the issues impacting your individual organizations.
Each Advocacy Day will convene nonprofits within a shared field to engage directly with legislators, build meaningful connections, and advocate collectively for the issues that matter most to your sub-sector.
Advocacy conversations will reinforce the need for:
- Standardized contract processes, indirect cost rate parity, and timely payments.
- Transparent reporting of state contract awards and expenditures.
- Sustained investment in nonprofit workforce infrastructure.
- Reform of the Grant-In-Aid process to improve reliability and accountability.
- Establishment of a Delaware Complete Count Commission to prepare for Census 2030.
- Greater nonprofit representation on state boards, commissions, and working groups.
